Rabih El Chammay est psychiatre et psychanalyste, et expert en santé mentale publique. Il est le fondateur et Directeur du Programme National de Santé Mentale au Ministère de la Santé Publique du Liban, lauréat du prix du Groupe de travail des Nations Unies pour la prévention des MNT et de la Santé Mentale pour la santé numérique 2023. Le programme vise à réformer le système de santé mentale grâce à une stratégie globale de santé mentale alignée sur les recommandations et lignes directrices de lOMS. Rabih El Chammay sintéresse à la santé mentale mondiale, en particulier à la santé mentale des réfugiés et au renforcement du système de santé. Il travaille sur ces sujets aux niveaux régional et mondial depuis plus de 15 ans avec diverses agences des Nations Unies, universités et ONG internationales. Il occupe également un poste d'enseignant au Département de psychiatrie de la Faculté de médecine de l'Université Saint Joseph de Beyrouth. Il est actuellement impliqué dans plusieurs projets de recherche internationaux axés sur les politiques, la prestation de services ainsi que le développement et la mise en œuvre d'interventions en santé mentale. Récemment, il a été nommé président du nouveau groupe consultatif stratégique et technique sur la santé mentale, l’usage de substances et la santé du cerveau, groupe fondé par l'Organisation Mondiale de la Santé. Ce groupe composé d'une vingtaine d'experts a pour mission de conseiller le directeur général de l'OMS sur les questions liées à la santé mentale, aux troubles neurologiques, à la consommation de substances et aux comportements addictifs.
