Prof. Pascal Monin is Director of the Observatory on Public Service Good Governance (OFP) at the University of St. Joseph in Beirut. He is Professor of Political Science and International Relations at USJ and Head of the Master in Communication and Political Marketing at the Institute of Political Science. Initiator and founder of the Good Governance Forum launched in 2020. He is recipient of the National Cedar Medal, with the rank of office He holds: A PhD in International and Diplomatic Relations, Contemporary History from the University of Paris-Sorbonne A DEA (Diplôme dEtudes Approfondies) in Arabic Studies, Islamic and Oriental Civilisations from the University of Paris IV, Paris-Sorbonne;. A DEA (Diplôme d'Etudes Approfondies) in International Relations and Foreign Worlds at the University of Paris I, Panthéon-la Sorbonne; A Master's degree in History and Geopolitics from the University of Paris I, Panthéon-la Sorbonne; And a Bachelor's degree in History at the University of Paris I, Panthéon-la Sorbonne. He directed the book: Democracy in crisis, democracy in mutation: from popular mistrust to citizen participation, 2020, published by the USJ and “The Good governance book” published with KAS in 2023. He is also the author of “The ways of freedom”, published by Dar An Nahar; as well as numerous articles, conferences and studies on Lebanon and its evolution, good public governance, public administration and policies, geopolitics of the Middle East, media and their impacts, political communication and electoral marketing, journalism in the digital age, the Middle East within International Relations, the stakes of the environment and climate change... He is a regular speaker on local and foreign media. He was advisor to the Lebanese Minister of Environment from 2011 to 2014; former advisor to media and communication companies; former member of the Scientific Committee of the Observation Network of French and National Languages, AUF, member of the committee for the elaboration of a media ethics in Lebanon and for the reflection around a new law of audiovisual and printed materials in 2009... Pr Pascal Monin as the director of The Observatory on Public Service and Good Governance (OFP-USJ) organized and supervised a series of impactful projects: 1. Series of roundtable discussions tackling the Environmental Governance : • Objective: To amplify awareness about the State of Environment Report 2020 (SOER2020). • Donor: United Nations Development Program (UNDP). • Partnerships: Collaboration with the Ministry of Environment (MoE). • Activities: Six thematic roundtables on environmental governance, covering sectors from water and air quality to land management and chemical management. • Output: Organization of six conferences, concluding with a general session, and the publication of a comprehensive 40-page policy paper. This project aimed to transform crises into opportunities for environmental governance enhancement. 2. The Good Governance Forum: • Objective: To promote discourse and policy development on key governance issues. • Donor: Konrad Adenauer-Stiftung Lebanon Office (KAS). • Partnerships: Partnership with KAS. • Activities: Creation of a book titled “The Good Governance Forum” and organization of multiple conferences addressing critical governance themes such as public procurement, media's role in governance, anti-corruption laws, and digital transformation in public administration. • Output: Review and publication of nine policy papers based on roundtable discussions under the Good Governance Forum. 3. Michel Eddé Prize for Public Governance: • Objective: To incentivize academic research and excellence in the field of public governance. • Activities: Biennial ceremony to award the Michel Eddé Prize to the author of the best doctoral thesis on public governance. • Output: Recognition and financial support to students, fostering a deeper engagement with the subject of good public governance. 4. Various Campaigns and Conferences: • Objective: To address governance crises and promote democratic engagement, anti-corruption measures, and good governance in various sectors. • Donors & Partnerships: Collaborations with entities such as Aldic, Kulluna Irada, and the Lebanese Army Center for Strategic Research and Studies; funded by the European SAFE_USJ_Union, Konrad Adenauer-Stiftung (KAS), and Expertise France. • Activities: Execution of campaigns like "Dod El Fasad," aimed at increasing public awareness against corruption, and organization of conferences on themes ranging from crisis management and public administration to geopolitical shifts and maritime governance. • Output: Enhanced public engagement and awareness, fostering a dialogue on crucial governance and societal issues. Each of these projects demonstrates a steadfast commitment to promoting good governance, enhancing public awareness, and fostering academic excellence in Lebanon and beyond. Moreover, Pr Monin as the head of the OFP-USJ built many partnerships with other organizations or public administrations. He managed to build a robust network of partnerships, in advancing mission and objectives centered on the promotion of good governance. Collaborating closely with a wide array of esteemed institutions, such as Konrad Adenauer-Stiftung (KAS), Aldic, the Lebanese Citizen Foundation, the Pulse Lebanon, Beirut Film Society, Kulluna Irada, and Legal Agenda, fostering initiatives in policy advocacy, legal reforms, and governance enhancement. Strategic ties with academic and governmental bodies like the Basil Fuleihan Institute, the Lebanese Army, and international entities including the United Nations Development Program (UNDP), UNICEF and the European SAFE_USJ_Union, to undertake comprehensive governance projects, capacity building, and sustainable development endeavors. The synergy with community-focused groups like the Beirut Builders Lions Club and the Agence Universitaire de la Francophonie (AUF), along with research and expertise exchange with CNRS, Expertise France, Institut Francais, and Murex, further enriches his capacity to navigate complex governance challenges. These collaborations, spanning local and international realms, underscore his commitment to fostering transparency, accountability, and excellence in public service in Lebanon, the Middle East, and globally.
