Sustainable Local Development: Training of the municipality of Zgharta-Ehden

Following the success of the training conducted in July 2016 among the members of the Zgharta-Ehden City Council around the principles of decentralization, the legal and legal aspects of municipal powers, the municipalities' duties towards the state and the role of the municipality in establishing a sustainability approach at the level of its territory, the latter requested the CEEDD Chair for a second intervention in 2018-2019, around the environment and eco-citizenship, this time not only with city council members, but also with municipal employees. The aim was to train individuals to become aware of environmental issues and to equip them with the knowledge and skills to act and integrate the dimensions of sustainable development into the strategies and local development plans of their villages.

With this in mind, CEEDD facilitated two training days for the two target groups, organised in the form of interactive workshops, where participants were introduced to the main concepts and contemporary environmental issues, with a particular focus on the Zgharta-Ehden region. Working workshops, by group, then enabled participants to analyse and identify key local environmental issues and turn them into development objectives. Work tools, such as the fault tree analysis and the objective tree, guided participants in their reflection.

These training courses were completed by setting up local environmental development projects, which were considered to be a priority by the participants for the region.

Développement Local durable: Formation de la municipalité de Zgharta-Ehden

Suite au succès de la formation menée en juillet 2016 auprès des membres du conseil municipal de Zgharta-Ehden autour des principes de la décentralisation, des aspects juridiques et légaux des pouvoirs municipaux, des devoirs des municipalités envers l’état et du rôle de la municipalité dans l’instauration d’une démarche de durabilité au niveau de son territoire, celle-ci a sollicité la Chaire CEEDD pour une deuxième intervention en 2018-2019, autour de l’environnement et de l’écocitoyenneté, cette fois-ci, non seulement auprès des membres du conseil municipal, mais aussi, des employés de la municipalité. L’objectif était de former des individus pour qu’ils deviennent conscients des problématiques environnementales et de les doter de connaissances et de compétences leur permettant d’agir et d’intégrer les dimensions du développement durable dans les stratégies et les plans de développement locaux de leurs villages.

Dans cet esprit, la CEEDD a animé deux journées de formation auprès des deux publics visés, organisées sous forme d’ateliers de travail interactif, où les participants ont été initiés aux principaux concepts et enjeux environnementaux contemporains, avec un focus particulier sur la région de Zgharta-Ehden. Des ateliers de travail, par groupe, ont ensuite permis aux participants d’analyser et d’identifier les principales problématiques environnementales locales et de les transformer en objectifs de développement. Des outils de travail, tels que l’arbre de défaillance « fault tree analysis » et l’arbre des objectifs, ont guidé les participants dans leur réflexion.

Ces formations se sont achevées par le montage de projets de développement local environnementaux, considérés prioritaires par les participants pour la région.
