The Foreigner was the theme chosen by the Faculty of Law and Political Science and the Faculty of Law of the Université Lyon 3 Jean Moulin for the 3rd edition of their joint work started in 2013, bringing together professors-researchers from each of the two institutions.

 

Under the chairmanship of Deans Léna Gannagé, Hervé de Gaudemar, and Louis-Augustin Barrière and Professor Vincent Heuzé, the four panels of the day made it possible to explore the different facets of the law applicable to foreigners, as well as the very evolution of the notions of foreigners, nationals, citizens, and minorities. The presentations were centered around the following subjects: Foreigners and citizenship (Prof. Philippe Blachèr), Foreigners in their own country, the children of Lebanese women married to foreigners (Prof. Marie-Claude Najm Kobeh), The nationality requirement in international criminal assistance (Mrs. Elisabeth Joly-Sibuet), Public law movements within the prism of foreigners (Prof. David Mongoin), The codification of international law applicable to foreigners (Mrs. Kiara Neri), The deterrence of foreigners: from complexification to simplification (Mr. Antoine Guérin), Foreigners in Lebanon faced with the constitutional obligation of refusal of settlement (Mr. Rizk Zgheib), The religious affiliation of foreigners in Lebanese law (Mrs. Youmna Makhlouf), The Foreign Investor (Prof. Youmna Zein Hayek), and The status of foreign workers in Lebanese law (H.E. Charbel Nahas). The many questions posed by the audience and the lively discussions that closed every session revealed the interest that the various communication methods raised with the public.
